Washington, D.C. – President Donald Trump on Monday signed a new executive order requiring all truck drivers operating in the United States to pass English literacy tests, declaring the measure a “non-negotiable safety requirement.”
The decision comes in response to growing concerns over communication issues between truck drivers and federal, state, and local authorities, which officials say have led to increased risks on the nation’s highways.
“Effective communication is critical for public safety, especially in situations where immediate action is needed,” President Trump said during a signing ceremony at the White House. “Truck drivers must be able to read road signs, understand emergency instructions, and communicate effectively with law enforcement and other officials. This is about saving lives.”
The executive order directs the Department of Transportation (DOT) to implement standardized English literacy testing for both new and existing commercial drivers. Drivers will be required to demonstrate their ability to read and understand traffic signage, emergency protocols, and basic verbal communication skills during licensing and renewal processes.
Critics of the order, including several drivers’ associations and immigrant advocacy groups, argue that the mandate could disproportionately impact non-native English speakers and further strain the trucking industry, which is already facing significant labor shortages.
However, Transportation Secretary Elaine Chao defended the policy, stating, “Safety must come first. Clear communication is essential for preventing accidents and ensuring smooth logistics operations.”
The new rule will be phased in over the next six months, with full compliance required by early 2026. The DOT is expected to release detailed testing guidelines within the next 30 days.
The American Trucking Associations (ATA) expressed cautious support for the move, emphasizing the need for a fair and accessible testing process.
“The safety of drivers and the public is our top priority,” said ATA President Chris Spear. “We look forward to working with the administration to ensure that the new standards are implemented fairly and effectively.”
The executive order marks one of the Trump administration’s latest efforts to emphasize domestic security, transportation safety, and workforce standards as part of its broader second-term agenda.
